Hello new to the forum with a question.

I just recently found out about the Maj. Richard Star Act and I am looking for some info from people who know more about this than I do. I have been researching things over the last 2 days (since I found out about it), but I have a question about my situation. I was medically retired in 2011 and have a rating of 100% P&T from the VA and receive 60% CRSC. When I was retired, I had to waive my retirement pay due to the VA pay for the offset, but my separation was under AR 635-40 Chap 4 not under chapter 61. I was on the TDRL list for a little while then put on PDRL shortly after. Because I was not separated under chapter 61, does this mean this will not apply to people in my situation? Looking at the chapter 61 requirements for separation, I did fall under them when I was retired, but they used chapter 4. Any info would be greatly appreciated.
